Meet our new Grand Marshal, Kathleen A. Silard

Our Parade Honoree, Building One Community

Introducing Kathleen A. Silard, a first-generation Irish-American with deep Irish roots from County Galway and County Kerry. Her upbringing was steeped in Irish culture, with a home filled with Irish music, traditional meals, and cousins immigrating from Ireland. Family vacations often meant visiting her parents’ siblings in Ireland. Kathleen married Edward Silard in 1981 and raised three sons. In 2022, she reconnected with her Irish roots, visiting various counties in Ireland, creating lasting memories with cousins and relatives.

With degrees in Nursing and Healthcare Administration, Kathleen began her career as a nurse and now serves as the President & CEO of Stamford Health System. Under her leadership, Stamford Health has achieved remarkable milestones, including the development of a LEED-Certified hospital in 2016 and recognition from prestigious organizations for quality and clinical programs. Her dedication was evident during the COVID-19 pandemic, where she led her team to support at-risk groups and establish a regional resource during the 2020 spring surge.


Building One Community’s (B1C) mission is to advance the successful integration of immigrants and their families. Our vision is one welcoming community where all immigrants are thriving and contributing members. Since our inception, we have served 16,900+ immigrants who speak 48 different languages and originate from 124 countries with an array of research-based programs proven to accelerate their integration and success. B1C was founded in 2011 by a group of community leaders. The group worked for two years before opening B1C’s doors by assessing local immigrants’ needs, researching effective programs, and connecting with local government, law enforcement, and community providers to identify gaps in immigrant services. The founding group included immigrants, and it remains a core principle that the voices of those we serve are incorporated into the design of our programs. 

B1C’s programs assist immigrants to integrate in a multi-dimensional manner: Educate through our English Language Learning (ELL) program, Vocational English, citizenship instruction, and one-to-one tutoring; Employ through our Workforce Development Program (WDP) that provides an array of job skills development and entrepreneurial programs, job matching opportunities, and assisting with unpaid wage recovery; Empower by providing low-income immigrants who reside in Fairfield County with legal representation through our Immigration Legal Services (ILS) program, essential human needs and academic enrichment services through our Family & Individual Services (FIS) program and alleviating the opportunity gap among immigrant children through our POWER program; and Engage by offering volunteer opportunities and fostering community understanding of immigration and immigrant integration issues.
